AIM # How did Adams govern the US different from Washington in the late 1790s?

 I.  Washington's Administration

A. Strong Central government

    1. Acts like a federalist

    2. HEP 

        a. National Bank set up

        b. War bonds paid back at face value

B.  Hamilton and Jefferson debate over how to read/find meaning in the Constitution

1. clear intent - words should be literally read: Strict interpretation of a law

2. Jefferson favored strict interpretation because the Constitution did not allow the central government to create a bank or economic regulations.  If the central government did not do this, the states would have more power.  Jefferson backed states rights.

3. Hamilton favored a loose interpretation of the Constitution.  The legislative intent; or rationale behind a law should be looked at.  The Constitution includes a portion that states: Congress can make all laws necessary and proper.  This is also called the elastic clause because it stretches the power of the central government.
